RHN is a network
of 29 regions from 18 countries in Europe.

Members of the RHN promote excellence and effectiveness in their regions by sharing resources and good practice. We agree to exchange ideas and experiences concerning the structures, processes and skills essential for working across sectors. Our aim is to build new alliances for health, and to openly discuss some of the obstacles and threats to this approach. In a spirit of solidarity, appropriate members work together on specific projects to bring changes for health gain at the regional and local level. Our goals: to strengthen the focus on health development in regions in a way that agrees with the policy of WHO, to provide knowledge transfer in the field of development of health policy at regional and subnational level, to give alternative solution endure a balanced approach between health promotion, environment and health care, to decrease inequality. www.euro.who.int/rhn

European Commission and WHO intensify cooperation: Health research, social determinants of health, intellectual property rights and climate change are on the agenda of the sixth annual meeting between senior officials of WHO and the European Commission. SAFE: partnership promotes sexual awareness in Europe:  For 3years the SAFE project, supported by the European Commission, has sought new and innovative ways for policymakers to reach young people with information about sexual and reproductive health. A new Guide for Developing Policies on Sexual and Reproductive Health and Rights of Young People in Europe has been developed by IPPF EN in partnership with WHO/Europe and Lund University.

15th Annual conference: „Health and wealth, regional perspectives” 26-27th November 2007. Dusseldorf

This choice is a reflection of the importance given to the work of health systems in Europe and the work carried out by WHO/EURO focusing on the two way relationship between health and wealth: how health can contribute to economic growth (workforce development, increased productivity, alleviating the cost  of illness, lowering the number of those seeking early retirement, etc), and how productive investment in heath pays off.

Based on the decision of AGM in Madeira, the Szabolcs-Szatmár-Bereg County was selected to host the first rotating Secretariat of the RHN. The Office is located in the Health College of Debrecen University in Nyíregyháza. The focal point (Dr. Marianna Pénzes) and the assistant (Andrea Toldi Béltekiné) are responsible for administrative tasks.
 
Health College faculty of Debrecen University The Health College was founded in 1990 where it has developed and launched four training programmes which did not exist in Hungary before. In 2000, the Health College merged with the University of Debrecen. It has been training professionals for health and social spheres: nurses, physiotherapists, paramedics, health visitors, health care managers, medical diagnostic laboratory analysts, medical research laboratory analysts, social workers. The County
of Szabolcs-Szatmár-Bereg is situated in the north-east of Hungary bordering Slovakia, Ukraine and Romania. As a border county, it has always put emphasis on establishing international links. The county is large and densely populated.
In the county, agriculture and related food industry have traditionally been the leading sectors. Transport and trade, as well as education and social and health services are also significant in terms of employment. Since the county was one of the less developed regions of Hungary, Szabolcs-Szatmár-Bereg was the first county to elaborate a development policy and project and set up the organizations to implement them. Health and Social development Plan of County The county’s responsibility for health involves the adoption and implementation of the national health policy. There is a regional strategy for the implementation of Health for All, aiming not only to achieve a high standard of general health but also to make health information accessible to all and provide equal chances for living a healthy life. This is hampered by the fact that health is currently not a subject of interest for the many people living in the region. Priorities: The social-economic crisis in Szabolcs-Szatmár-Bereg county has been most evident in the decline of quality of life for the population. The basic strategy being used to address this is economic development, which should influence quality of life in the long run. In the short term, there is a need to tackle the following important problems: address the problem of why morbidity and mortality indices of health, social and mental status of the county is below the national average; the unemployed; the Roma ethnic groups;  addicts and those layers of society facing multiple deprivation with immediate problems that need to be resolved; the overburdened social care system; and in some smaller settlements or regions (mainly in the periphery of the county) where access to primary care is difficult.    more...
                                

Health in Hungary  The health status of the Hungarian poplulation has been extremely unfavourable for many years. Regarding certain diseases and causes of death, Hungary is in a negatively outstanding position in international statistics. The average life expectancy at birth is much lower than in the Member States of the European Union, and the high mortality of middle-aged men is especially unfavourable. Life expectancy has never been as good among the population aged less than 35 years than now. Life expectancy at birth increased from 69.3 years in 1990 to 72.4 years in 2002. According to the morbidity rates, the diseases of the circulatory system have very high share. Hypertension is almost an endemic in Hungary, ischemic heart disease is the dominant factor of mortality in Hungary. Diabetes affects 4.6% of the population. The most frequent acute respiratory disease is lung asthma, which affects all age groups where two thirds of the cases are caused by allergy. Tumors represent a principal category of disease for public health purposes. Tumors are significantly more frequent among women aged 19-54 (breast cancer, tumors of the colon, the rectum and the lung) while over the age of 55 tumors are more frequent in men (lung cancer).      More…..


Health Reform in Hungary The past 15 years in Hungary have been characterised by unique changes. Apart from democratisation, a strong part of the reforms was a desire to build Western models of health care including the necessary social and economic infrastructure. The government has already started to introduce reforms. These planned reforms consist of several parts: funding of hospitals, health insurance system, and free choice of doctors. The government’s goal is to spend healthcare funds in the most efficient way possible, while continuing to provide insurance coverage to all people willing to pay their fees.  With the reduction of hospital beds, the standard of care will be levelled up. Multi-insurance system with a private component is expected to reduce corruption and distribute the cost of services in a more equitable way. This health insurance system is expected to be opened to for-profit market-oriented companies. According to the plan, most of the increased funding will be spent on improving the standard of outpatient care and on supporting same-day surgery. As part of the healthcare reform transferring patients to outpatient hospitals will not restrict individuals’ right to choose a doctor or hospital. More...

JÓSA ANDRÁS HOSPITAL: Szabolcs-Szatmár Bereg  County with its 572.000 population is the third biggest region in the north-east of Hungary. Jósa András Teaching Hospital was founded in 1899 and since then it has become the biggest hospital of the region providing the most complex provision of services. County Psychiatric Hospital Nagykallo:
The Szabolcs-Szatmar-Bereg County Administration’s Psychiatric Hospital is faithfully dedicated to help all people seeking or needing professional care due to psychiatric, mental, or emotional problems. The hospital has been in existence for more than  100 years where today it is characterized by innovation and eagerness to change. Thus efforts for the future focus on: continue to volunteer in promoting social destigmatization of all people with mental disorders, and we endeavour to establish a new, complex Psychiatric Methodological Center to provide full service across all components of the prevention-treatment-care-rehabilitation spectrum. The primary goal is to offer treatment, rehabilitation and reintegration to the largest possible proportion of people struggling with mental health problems. This is also a  teaching hospital of the University of Debrecen Medical and Health Science Center Health College Faculty and of the Zay Anna Secondary School and Medical Vocational School. More...

The Mátészalka Hospital
can support approx 120 000 people. The mission of the hospital is to provide a high-level out-patient and in-patient medical treatment and care to the population around Mátészalka and to respect the rights of the ill and to appreciate the staff working there. The Hospital has two parts: the central part that includes different well-equipped departments; and the TB Clinic that is located in another part of town. There are plans to build an Emergency Health Care Unit, a Regional General Practitioner Medical Service, and a dispatcher service together with the Emergency Medical Services. More....

Szatmár-Bereg Hospital and Medical Bath:
The Szatmár-Bereg Hospital and Health Bath has been serving the medical provision of the 90 thousand inhabitants of Fehérgyarmat and Vásárosnamény regions since 1996. In addition to the basic departments,  there is an Ear-Nose and Throat Department, Anesthesiology Department, Intensive Therapy Department, Rehabilitation Department, Chronic and Nursing Departments and several out-patient clinics. In Fehérgyarmat, a medical bath complex was built. The 44°C medical water is good for locomotive and chronic gynecological diseases.  More....                                


Special initiatives in Szabolcs-Szatmár-Bereg County:

Special Cardiovascular Disease Centre /CDC/ in Jósa Hospital (EU supported) It includes all kind of specialist /cardiologist, neurologist, diabetologist, diagnostic specialities, invasive interventions etc/ in one building for patients suffered from cardiovascular diseases. The aim of our CDC is to provide faster and more effective care for those patients. This centre is identified as methodological centre too, which is responsible for setting up the vascular register based on the different data of illness. Furthermore it provides information for patients. Connected CDC there will be a mobile vascular screening division to provide cardiovascular screening procedure for patients lived with high risk in small villages.

Ethnic poverty – poor health
(research among roma people in Szabolcs-Szatmár-Bereg County) In this study the authors deeply analyzed coherence of ethnicity and poverty; besides of income poverty they touched the housing poverty, deprivation in wealth and living conditions, and the problems of social-political poverty. The health status was studied through the subjective health picture, utilization of the health care system, satisfaction with care services and the list of most frequently complaints, diseases.

Health status of roma people in North –Eastern Region of Hungary
Researcher used a standard questionnaire and compared health status and health behaviour of roma and non-roma citizens.
