HEALTH REFORM IN HUNGARY

The past 15 years in Hungary have been characterised by unique changes. Apart from democratisation a strong part of the reforms was a desire to build Western models of health care and the necessary social and economic infrastructure.

The government has already started to introduce reforms. These planned reforms consist of several parts:
-  funding of hospitals
-  health insurance system
-  free choice of doctors

The government’s goal is to spend healthcare monies in the most efficient way possible, while continuing to provide insurance coverage to all people willing to pay their fees. 
With the reduction in the hospital beds the standard of care will be levelled up.
According to the plan most of the increased funding will be spent on improving the standard of outpatient care and on supporting same-day surgery. As part of the healthcare reform transferring patients to outpatient hospitals will not restrict individuals’ right to choose a doctor or hospital.
Multi-insurance system with a private component is expected to reduce corruption and distribute the cost of services in a more equitable way. This health insurance system is expected to be opened to for-profit market-oriented companies. They expect from this multi-insurance system to decrease the gap between the well-to-do and the less affluent patients. The government’s goal is to spend healthcare monies in the most efficient way possible ( the hospitals will be forced to spend 50% of their resources on priority areas such as cardiology, paediatric and emergency care), while continuing to provide insurance coverage to all people willing to pay their fees. 
Patients will have to pay visiting fees (Ft 300 /person) if they visit their GPs or get to hospital. Firefighters and police officers would be exempt from the Ft 300 fee for the treatment of injuries sustained during their work. Examinations for children under 18 and homeless will be free. Certain examinations (disaster-hygiene, compulsory public health care, emergency or compulsory medication, epidemiological activities, certain screening tests, prenatal care, care of mothers after childbirth) will be free. Patient who suffers from malignant tumour, renal insufficiency, congenital bleeding, diabetes, transplantation, HIV infection and AIDS, serious psychosis will not have to pay for the treatment. Examinations in connection with blood giving will be free too.
Patients without official papers from their home doctors or those who get provision in other places than surgeries or visit General Practitioner other than theirs will have to pay Ft 600 for treatment.
According to the government the provision will be better after the reform because
-the money will be spent to the improvement of the quality of the health care and the best-qualified professionals will cure the patients.

Реформы здравоохранения

В последние 15 лет в Венгрии произошли политические, экономические изменения.
Реформы здравохранения разделяются на три части:
- развивать, совершенствовать больниц, введение визитной платы,
- переформление страховной системы,
- свободный выбор врача
Цель правительства реформали – при меньшем количестве койск дать качественно высокое медицинское обслуживание, амбулаторно лечить всех тех, кому не обязательно нужно лечь в больницу. Сумму визитной платы расходовать на развитие здравоохранения.
Цель многообразной страловой системы – редукцировать разницу между богатыми и менее богатыми, чтобы каждый кто платили страховку, в одинаковой мере получил обеспление.
Каждый больной имеет право на свободный выьор врача.
